General Information:
The Emergency Shelter Program provides up to 7 days of emergency shelter for homeless men, women and families. Alcohol and drug use is prohibted on their premises and clients are required to be alcohol and drug free for at least 5 days before they can check into the Emergency Shelter Program. Services include: - Food pantries - Phone - Mail and message services - Information and referal - Medical clinics Clients are asked to leave the premises between 9:00AM to 12:00PM and 2:00PM to 5:00PM. Clients who wish to enroll into the Transitional Housing Program must fill out an application within their first 3 days in the emergency shelter. Sunflower Shelter The Sunflower Shelter program was established in 1989, and is the area’s premier transitional housing program. This program seeks to help homeless families obtain and keep permanent housing, breaking the repetitive cycle of homelessness. The Sunflower Shelter uses a comprehensive approach combining affordable housing with intensive, in-home case management, support services, counseling, education and skills training, and referral and collaboration with other agencies. Enrolled families participate in the program for six months to one year, with follow-up of up to 18 months. Who is eligible for this program? Single and dual parent families with children under age 18 are eligible. You must be referred to us by an area emergency shelter. The clients maintain their own sleeping areas, kitchen, and bath. COI’s emergency shelter facilities are also open to women experiencing homelessness as of April 1st, 2015. Community Outreach offers year round drop in shelter for families seeking a safe place to sleep for the night. This program is open to families with an adult (male or female) head of household with children, regardless of being intoxicated by any amount of illegal drugs and/or alcohol, with clients being screened by behavior. Community Outreach’s zero tolerance policy for illegal drugs and/or alcohol will be temporarily suspended to offer this service to homeless families. Clients have access to showers, bathrooms, kitchen, food pantries; our phone, mail, and message services; our information and referral services; and our medical clinics for those without insurance. Our staff is committed to provide the highest quality of comprehensive services to all of our clients regardless of their socio-economic background. We strive to support and assist all of our clients with dignity and respect and encourage all our clients to apply for our Transitional Housing Program so that they may have additional time to work towards self sufficiency. Clients in need of substance abuse or mental health treatment services are encouraged to access these programs. Program Overview: This service will be offered 7 days/week and clients may be on-site as early as 7pm. Clients must be checked in and on property no later than 9pm. Client’s can stay in the waiting area downstairs until our lobby closes to the public at 9pm, at which time they may set up their beds. Quite hours will normally begin at 9pm; this means lights out and clients settling in to bed. Bedding will be provided, as will a mat (limited number available) or clients may choose to use their own. Families using the emergency shelter will be offered the option to complete an intake the next day, if eligible per our housing screening; appropriate behavior includes sobriety, and an open available family unit. All Emergency Family Shelter clients need to be awake at 7am, and they are allowed to use showers, bathrooms and kitchen. Our lobby opens at 8am, so all emergency family shelter clients need to be packed up and out of the lobby area before 8am. Admission Criteria: Head of household must be 18 years or older. Must have children present We do not shelter sex offenders or violent/dangerous offenders whose behavior may jeopardize the health and safety of other clients and staff. Helpful Definitions For Community Outreach - Emergency Shelter:
Transitional housing is affordable supportive housing designed to provide housing and appropriate support services to persons who are homeless or who are close to homelessness. The transition is to help them be more self sufficient to move towards independent living on their own. Transitional housing locations are oftentimes called Halfway Houses. The naming of the two (Halfway House OR Transitional House) is oftentimes interchangeable.

Many Transitional Housing programs are subsidized and are income based. Income based transitional housing generally charges 30% of your income for rent when you do have income. Contact the transitional housing facility to see if this applies.

Services provided at transitional housing facilities varies from substance abuse treatment, to psychological assistance, job training, domestic violence assistance, etc. The assistance provided varies, but it is generally affordable and low cost housing. Read the descriptions of each of the transitional living locations for more detailed information. Transitional housing facilities also may or may not assist with alcohol and/or drug substance abuse treatment.
